GCKey is a legacy software that wasn't designed for fast processing that we see over these past few years. If your Biometrics were accepted, I wouldn't obsess over this status.
Tracker is your place to check background check and eligibility. GCkey for everything else. There are probably 10+ flows in which GCKey or Tracker both could break. In my own case, everything was "not started" in tracker & and GCKey had no updates as well, but I got my approval email. It took Tracker 2 days after approval email to reflect that my eligibility+background check was completed. GCKey updated when I got my stamped passport back.
Lots and lots of different flows (that could also change with time) here. GCMS/CBSA notes shed more light on progress vs any other form of correlation (something we see is extremely misleading and leads to confirmation bias here).

No doubt, the system is full of flaws as it is very old. I believe as per GC key and Tracker info combines, My Bio, med and eligibility has been completed. BG is in progress.

Yes, that's very likely to be your true status. And unless they send your application for enhanced security screening or pause in between, your background check shouldn't take too long.
