Having passed Bio and Medical means that you have passed R10, meaning your application sent was complete with all the information
Now that Eligibility is passed that means your application and supporting documents are correct.
You may get an ADR (or not) depending on your BG check results... But I highly doubt it

No one knows for certain. It looks like certain streams are faster (and at the moment FSW seems to be pretty fast- as you can see I am November 20th CEC and did not get anything yet whereas you have already BIL and eligibility passed), certain category based draws probably too (if job is in demand), but it also depends on which visa office and your application complexity.
There is not a specific pattern, some months looks like other streams are faster so who knows. but it certainly not a system of first come first served, which can seem very frustrating.

The eligibility for dependants can stay in progress or not started status even after the copr/ppr. No set timescales for eligibility to be completed, it varies with every individual case.
