Exactly, that's what's worrying me. Even though you are a PR already, your tracker is updating. Mine hasnt. Or maybe I am just mindlessly worrying.. The eligibility has not started while the background verification is in progress. Any idea what does this mean?
I called IRCC and I was told that my Eligibility is not started two background checks are complete and one is pending. But she said that she's not allowed to tell me which one, do you guys know which one would be pending for me? And doesn't eligibility get completed before Background checks?

Sir,my AOR is 19 Dec.my bio plus medical is showing passed in gckey and eligibility completed and BGC in progress in tracker.what should I expect from this progress?
I'd not worry about the date update or lack of tbh. What matters is that your application is getting processed. Since you are ~ 2 months into your application, nothing should scare you at this point.
It is very hard for IRCC to reject candidates unless a candidate has messed up(beyond MEP/BIL). If you reported everything right and have no background check concerns, trust me, IRCC won't do anything that should trouble you. It is one of the most fair and transparent immigration systems out there. I know a lot of folks here feel otherwise, but they should see what happens with other countries like US where genuine applicants can be banned for life from entering in the US simply because the officer ended up fighting with their spouse before leaving home.
As long as they are processing your application, you should be fine. They can take a break between sub-stages(e.g. passed criminality, info sharing not started) which can be annoying, but it is okay.
HAHAHA @ officers fighting their spouses and rejecting applications. I mean as sad as that is, its good to know that Canadian immigration officers aren't at least displacing their anger elsewhere. And thanks a lot for the response. It has eased me substantially and now, we shall see how it progresses. *fingers crossed*

Maybe once the medical is passed, the eligibility will change to completed? And as @iSaidGoodDay said, there might not be any fixed order. Maybe they are running those in parallel.

AOR: 7th Dec 2023
BIL + Med request: 17th Jan 2024
Finger Prints taken + medical exam conducted: 22nd Jan
Biometrics complete: 23rd Jan
Medical Completed: 26th Jan
Eligibility completed: 30th Jan
PPR + BV compeleted 31st Jan
My stream is PNP-Outland, OINP HCP.

You dont pass medicals unless IRCC does so, you just have undergone it. As a next step, your medicals would be uploaded by panel physician to IRCC after which those are analyzed and marked as passed. I doubt anybody gets the medicals passed in a day.
