My tracker showing eligibility completed yesterday its not started but today its completed, medical completed 29th jan,
Background check in progress, biometric in progress
AOR 19th dec

I don't see anyone CEC with AOR November who get BIL... but today is already February, so more than 3 month now

CEC November 1st AOR got BIL last week. We are not many on the CEC group so hard to draw conclusions but from September and October it definitely looks like around 3 months to get BIL for CEC right now.

Would a PNP inland applicant (OINP HCP) consider himself under CEC if he doesn't have a foreign work experience and only Canadian?

Yes, to have been invited through Express Entry it means you were eligible for one of the 3 categories. With only canadian experience you automatically falls into CEC. The difference with non PNP CEC is that your file has already gone through the provincial verifications and for the past few months it looks like PNP files are processed faster than non PNP, maybe because of these provincial verifications.

New week starts! Based on the trend line I calculated we should see first BIL for Dec23 AOR FSW-O this week.

Looks like the trend line is not accurate anymore =)
Almost no BIL during this week, therefore there is no data to make any predictions from now...

The trendline actually seems to be accurate. FSW-O December AOR have indeed started receiving Biometrics and Medical requests.

The trend is pretty accurate, people ranging from 1st december to the 3rd have indeed received BILs. Next week we shall see December's BILs floodgates opening.
