December 2022 Visitor Visa Applicants

On December 8th, 2022, I submitted a TRV application for my in-laws and their two dependent daughters. Since my in-laws had previously held visitor visas, their biometric and UCI were updated promptly. On December 9th, 2022, my two sister-in-laws received a call for their biometric appointment, which they completed on December 19th, 2022. On March 23rd, 2023, only my mother-in-law received a request for her passport, while there was no request for the others. It is worth noting that my father-in-law was the primary applicant, and I submitted the application through the new IRCC portal. Is it typical for dependents to receive a passport request before the primary applicant?
