Hello there, was wondering about PCC in citizenship application.
I moved to canada as student in 2015 and became PR in feb 2019. Do I have to submit PCC from country of birth (India)? My eligibility period is feb 2016-feb 2021. I have not been in india for 183 days in eligibilty period but I was there since age 18 to 24.
so do I submit PCC from India or not? If I have to submit one, can I send application without it and write a letter that I have requested one since it takes 8 weeks to process and will send later. Any suggestions?

No. You don't need to submit the PCC from the country of origin.

Called CIC but they suggested me to wait and watch.

just let them know about your application. When it was send and when they received and you haven't received AOR yet.

I just sent web-form with explanation of application sent date and received date. Will wait and update here.
