Actually October applications started showing moment today. According to the spreadsheet October 3rd applicant got AIP today. IRCC are really try to beat the timeline. I am December 30th, no biometric request yet. But I have already got my OWP, SIN, and processed my G-class drivers licence.
You might not need PR.
I got it before my SIN.
Ontario drive test asked for the following documents;
-to submit my drivers license from my country of origin (for G, must have more than four years experience).
-A letter from my country's embassy here in Canada that recognised/validated my licence.
-I submitted international passport.
Afterwards, I paid $106 did my eye test and I was ushered into the computer room to write the G1 Knowledge base computer test (20 questions for regulatory laws & 20 questions for road signs). I got 17/20 & 18/20 in each and passed, got my G1.
-Then I paid $90 & booked the road test for my G-class, went on a road test and got it

Im in Alberta and all I had to do was book and pah for the written and road test, show my original passport and study permit, a copy of each, and my translated license from my homecountry

Don't know but I think USA agreements with Canada would have some exemptions. Check with drive test Ontario. You might not have to get a validation letter for your licence.

Yes you would be able to get a credit card. While on my TRV, I applied for Capital One Credit card August 2019, without OWP or SIN. You can look it up and do the application if you would want it.

I got a credit card with the temporary sin I got with my student permit, you can get one with a very low credit limit, mine was 500$ and was only bumped up to 1500 after 2 years having it

Most banks will give a credit card under newcomer program (if you have a job offer). In case you don't or if banks reject, You can always apply for a secured credit card. I would prefer Capital One Secured MasterCard over TD secured card to build credit score. They report your credit to credit bureau every month (for sure).
