Yes they are working with limited staff. However, they are not sending out PPR emails.

I received my ppr on 11th Mar. Covid-19 was already quite bad at that time.

My AOR is also Dec 2018, meds expired in Dec 2019, no update whatsoever. Got my 2nd set of GCMS 20 days back and 2 pages were hidden and it was mentioned ‘page is withheld pursuant to section 16(1) C’. So i guess they are doing something now because my 1st set of GCMS didn’t have anything like this.
