Yes she will have to take the English test. CELPIP or IELTS. Take the one that is specific for Citizenship. Its simpler and easier.

Yes, she needs language proof. She could take a 3rd party test like IELTS OR If she has a diploma/degree that was done at an English or French medium University, she could use that. She *may* need a letter from the university indicating that the medium of instruction was English or French. Not sure if they accept it without the letter, even if the degree or transcripts are printed in English/French.
