No he didn't get the visa but received a decision letter on Monday

I am confused because decision letter is a final decision you get in to your account in GCkey or TR portal.

maybe good to double check what is the nature of that letter.

According to him you get a decision letter then another email if your visa is denied or accepted

I received my prearival today
