CUSMA application at POE

Hello! My work permit got denied recently and I have no status for the moment. My advisor told me I can apply at the POE with a valid job offer under CUSMA. I just want to double check if it still valid after the new no Flagpoling effective as December 24th. Do I need to restore my status with a TRV or something to be able to apply for a new work permit under CUSMA?

What is NOC? ECA? Citizenship? If US citizen, no need to flagpole.

The noc is 2 under Industrial design and I hold a bachelors validated by WES in industrial design. I am from Mexico

The exemption applies if you meet all the requirements, so, yes you can flagpole.

You don't need to restore if flagpoling but if you apply in-land, you will have to apply for restoration of status with your work permit application. Given your WP has already been rejected, you should be prepared for the extreme scenario of being detained in the event it's rejected again at POE.
