Some countries issue a national id to citizens and residents that can be used to pull up their records. It is like a key to all the information about the individual. In US it is SSN and in Canada it is SIN. So if your country has a key number for tracking all info about an individual you should provide it. I doubt the elector card number is same as national Id.
If you do have a national id, providing this information can speed up verification during background and security check step of the PR application.
