CSQ for international students

Does anybody knows that if someone apply for CSQ without earning half credit?
I have enough points to apply for CSQ and i am in quebec and pursuing my master degree here. Also, i am here in quebec more than 8 month.

I think you have to wait for another 4 months. You need also a letter from your department or supervisor with mentioning that you are going to finish
within a year.
