I had applied for the CSQ from the US in November 2009 and received the acknowledgment in exactly a month somewhere in the middle of Dec.
In April due to a change of job we moved our residence to France and have been here since then, although we havent notified the Montreal office of our change of residence. We still have our US address valid to receive mail.
Whats the best process to follow to notify the office? Wait till they process our application like we are in the US or notify them immediately that we have moved to France?
Notify them as soon as possible, because they might look at your file now and schedule an interview in New York. the best is to talk to them and they will probably transfer your file to Paris.

Also since I initially applied from the US will my case be considered as applied from the US or France?
Hey, I am not sure what the number was, but I remember we found it in the official immigration Quebec website. Find the phone for North America and instead of writing them call them and talk to them directly, because they rarely respond to e-mails. We had to change our address within the US (different states) and first we sent an e-mail, but nobody responded, then we called and talked to this lady, she was very nice, she even told us that they are proceeding our case right now. Even one week later we received a letter saying we should wait for their decision on our file soon.
So by advice is just talk directly to somebody.
I did as you said and called them. She told me to send a letter notifying them of a change of address and within a month of receipt they will transfer the case to Paris.
