CRS 454 but new EE profile ineligible

Hi

My previous EE profile had a CRS of 454 but my application was rejected because of expired PCC. I created a new EE profile and submitted the same. But was instantly rejected by the system with a message - "Not eligible".

My IELTS score expires on 20 Feb 2018. Does this have anything to do with this?

Also, should I select yes to the question ' Have you applied for EE earlier?"

i think, the issue should be with NOC code. One of my friend selected wrong NOC code and resulted in same level.
