Since they process Korean applicants now in Manila, would any interview still be in Seoul?

They might ask for an interview because of the timing of the marriage soon after being refused for a US PR.

I would apply inland for this. It is true you can't appeal a refusal inland, but at least any interview would be in Canada.

For either type of application, provide a lot of proof of the development of the relationship, and all proof you have that you were talking about getting married well before his US PR was denied.
