My partner received her copr today, i was told to ensure her arrival in Canada before her copr expires. Is that correct? Should i buy one way ticket for her or both have return ticket?
Can she legally change her name and gender marker on her records from m to f? (Pr cards, driver license) and How soon?

Yes that is correct. She MUST land in Canada before the CoPR expiry date, if not, the CoPR is not valid and you must start the sponsorship process all over again from scratch. I strongly recommend that you do not leave it until the last couple of days either as anything could happen (airline goes bust, she comes down with an illness, volcanic ash over Iceland (no I am not joking) etc.)
Please yourself what sort of ticket buy, makes no difference.

But DO check prices - it is not at all uncommon that one-way tickets cost more than return tickets (no - I didn't believe it until I checked it myself).

For the PR card, there are specific documents required to change the gender designation. See here http://www.cic.gc.ca/english/information/applications/guides/5445ETOC.asp#change-sex-des-eng.
If she is unable to change the name and gender in her passport, she really shouldn't change them on her PR card, as it will most likely cause issues when travelling.

I wonder if its possible to change her gender marker and name on her SIN, OHIP and/or drivers license if the PR card and passport are still under the same gender and name.
