My friend is currently staying outside Canada, and she already received her COPR letter in Feb 2021.
She is willing to enter Canada with her COPR letter. In this case, does she need to apply for a Travel document? or just able to enter Canada by providing her COPR letter without any further document at the airport?

The COPR should have an expiry date - nobody can tell you anything without that.
Next step: assuming it is still valid (has not expired), will need to know if she is from a country that needs a visa to enter canada or not.
She is a in Canada candidate, and her COPR expiry date is December 13, 2021, and she is coming from the visa exempt country.
