I just received my COPR letter and I believe the next step I need to do is flagpoling. I have US tourist visa and I am planning to cross the border via flight to US and return back to validate my PR. Is there any restriction on the duration of stay outside Canada with my COPR (for example I plan to stay in US for 3 weeks with my relatives). Will this length of stay be acceptable or do I need to return within a week to Canada? Also do I need to apply for PR Travel document (PRTD) before I travel to US with my COPR?

You just have to activate your COPR whilst it is still valid, there is no restriction on how long you can be out of the country prior to landing other than COPR validity /land by date, use it or lose it.
A PRTD is only for PRs and until you have processed your COPR at the border you are not a PR so you will need your passport and COPR to board a plane back . You then present your passport/COPR at the Canada border along with any other relevant documents for a PR landing.
Note the thread heading implies flagpoling which does not entail entering the US whereas you are not flagpoling but actually entering the US as a visitor and returning 3 weeks later.
Once have landed as a PR then any future air travel outside of the country you will need either a PR card or a PRTD plus your passport to board a plane back to Canada.
For future reference a PRTD can only be applied for from outside of the country so when travelling always need to ensure have a valid PR card.
Are you a Visa exempt country National? If not, do you have a Visa (IM-1) in your passport along with the COPR? Do you have any other valid Canadian Visa in your passport? You will need a valid Canadian Visa to return to Canada via Air.
