Yeah they want to test incoming people at Toronto airport as the infrastructure is already there.
For hotels as per Transport Ministry:
As soon as possible in the coming weeks, all air travellers arriving in Canada, with very limited exceptions, must reserve a room in a Government of Canada-approved hotel for three nights at their own cost, and take a COVID-19 molecular test on arrival at their own cost. New travel restrictions to be announced in few days. What they could be? Hotel stay for quarantine or travel restrictions only Canadian travelling abroad for leisure?
It should not be for COPRs at all. We are coming for permanent settlement not on vacation or coming back from vacation. Leisure travelers have ruined all this.

Six months back, I had empathy for everyone.. but right now, I am very selfish. Expired COPRs have waited way too long.. I will accept anything that does not hurt my chances.
