Considering the non-expired approved COPR and PRV holders (on or before March 18) can still travel. I assume that the recent service delivery provides an option to expired COPR and PRV holders to travel. Please feel free to share your thoughts.
Is this an update to IRCC's program delivery? If Yes, then I assume we don't need to wait for a ETA/AL. At the same time, I am thinking, what about the web form? quarantine plan? Proof of funds?? etc.. Confused about this update. Can anyone with expertise please help us comprehend this update?
This doesn't say anything about "expired" COPRs. The process of issuing ALs is already set up by CIC to COPRs holders (expired), so let's wait for ALs in the coming weeks.

The Orders exempt foreign nationals who have been approved for permanent residence and who were eligible to travel to Canada to become landed permanent residents on or before March 18, 2020, the date on which the first interim order came into force.
Right now we are not eligible as our CoPRs have expired. In order to make us eligible we need ETAs or new CoPRs.
Update on AL issued: COPR issued on March 20, 2020 (Expired Now)
One person reported on FB group that he received the 4 pointer email and also received the AL after few days.
He mentioned his query if he is allowed to travel or not. Also, his clear timeline is not yet revealed (date of 4 pointer email, response date & AL date).
Hello all, is anyone travelling from India to Toronto on 16/17 Oct & if you have still not booked the place , you can crash at our place. Initially I booked this airbnb basement apartment till 23rd but will be leaving on 17th night. So you can use the place if you like for a week. If any one interested let me know I can check with the owner and work out some arrangements.

Does submitting an air ticket or airbnb confirmation to the 4 pointer mail make IRCC send the AL faster compared to telling them you’re ready to book as soon as the extension is received ?
