I'm stuck in Dubai since mid March while I was trying to fly to Toronto from India. My COPR expired 15 May. Now flights are resuming from Dubai so I had sent a webform informing that I'm ready to travel. I got the following response.

I can't understand what you are saying or any of your examples and I don't think you understand the other post but to be clear for others who are reading this... yes you are able to leave a UK airport if you can show you have an onward flight that leaves before midnight the following day and a visa to Canada, or PR card. This is not up for interpretation. It is clearly stated in UK Border's website. This does not mean you have the right to enter the UK. You are still subject to immigration screening to determine you will leave before midnight the following day. If you have 10 bad examples then I have 10 good ones.
Hi, my family’s COPR ends on June 3. Because international travel is restricted from India, what are some ways of taking a flight to Canada from Delhi, India by then?

One can also find connections till 11th June. From Delhi to ..... and then .... to Toronto or Vancouver. Connections may be available via Dublin, London, Frankfurt, Singapore, Paris, Helsinki, Brussels, Amsterdam etc.
Just check here and make your own connection after searching flights :-

On which date did you raise the web form stating you are ready to travel ? And do you see any change in your PR application status or in other words has your application been re-opened ? Please share

Sorry to say but apart from Air India, no other flight is operational from New Delhi these days. Air India is really providing good service in their evacuation flights operating under Vande Bharat mission. There were toddlers and small kids in the one I took from New Delhi.
