I don’t how much of this is true. Every country when they put up a travel ban always mention the time and date it is effective from except for this country.

I just now called CIC, they told that the news is fresh and they do not know yet if COPR can enter Cnada, they will update info in a few days

Can you please share the number? I couldn't find a number which can be used to contact them outside Canada

of course not. it probably just means resubmission of passports for new visas and coprs. if the closure extends for a long time ( > 6 months) i would think there might be a request for new pcc or remedical, just to make sure the applicant did not commit a crime or have a new medical issue, but thats just a guess.
