Yes I too received an email from NDVO mentioning that they will open a document request on my application so that I can upload additional documents to my GC key. In that case my application will automatically goes to Submitted state after I upload the remeds.
What we understood talking to various lawyers is that if you have COPR/PRV post 18th march and job offer for which you were nominated by province and it comes under the essential skills you are exempted.
Another way could be for people who have valid COPR and PRV that was issued after 18th March, I'd advise to travel to USA and then cross the border or take another flight to Canada.

I direct your attention towards - "Applicants with expired COPRs can travel to Canada from the US for non-discretionary reasons to settle and live in Canada as a permanent resident"

No other applicant received respons to open document request in portal. Just wondering why would they mention it. Does that mean all of us would have to submit remeds in portal now?

They have divided people into groups. There is a difference b/w travelling from US and transiting from US.
There is a person in this thread who planned to travel to US, live there for a month and then make a move to Canada. He can argue with officials that he was living in USA but what reason would a person transiting from US give if asked by officials?

Not sure. If you have provided the remeds to the link in regret email then they will upload the remeds on your behalf. So no worries as your application is already in Submitted state.
Whereas on contacting NDVO, they have mentioned in email that they do not upload documents for online applications and it needs to be done by the applicant using GC key. On GCkey while uploading the document you have to opt in that the information you are uploading is legit. Maybe this is reason. Who knows!
