Contacting CIC New Delhi Via Fax

My parents have applied for Canada PR and it has been around 3 years now since they sent application to new delhi office... I am trying to contact CIC New Delhi via email. but no reply so far.
Can I contact New Delhi CIC via Fax ?

Also -
CIC New Delhi office website mentions a fax number , Fax: 91 (11) 4178-2020
However, It says just below that fax -
"Immigration related faxes to this number will not be reviewed. If you wish to contact Immigration please use the following e-mail address: delhi-im-enquiry @ international. gc. ca"

Does it mean, we can no longer send fax to CIC new Delhi office ?
