does the consent form for the non accompanying parent need to be signed in the presence of the notary? or can the parent just sign it and have it notarized later?

also, does the consent form have validity period or expiry date after it has been notarized?

The form needs to be signed by the non-accompanying parent in the presence of the notary.
I'm unsure if there is an expiry.
