If the partner gets approved, then you can get married in Canada and apply as a married couple.
If the TRV is denied, then you'd qualify for conjugal as you can't get married in the Philippines and the partner can't get to Canada in order to get married.

That would be pretty stupid. Conjugal apps are generally more difficult, take longer and have less chance of approval. It would be far easier for you if your partner gets approved for a TRV and you can marry or become common-law in Canada.

1. You are posting in the wrong section of the forum. You need to ask these kinds of questions in the Express Entry section.
2. The exam only covers the person who wrote it. The primary applicant needs to write a language exam.

Conjugal is difficult to prove and applies in a very small percentage of cases. People often confuse conjugal with common law or even just go by the general definition of the word 'conjugal' without looking into the actual IRCC definition of it, then they proceed to apply when they obviously don't qualify, get denied, etc.
