Confused about mailing address and currency to pay fees (Sydney - Buffalo)

Currently I am living in the US but I have to send my application to Sydney, not to Buffalo, am I right?
Once I get response from Sydney office, sending all of the supporting documents to Buffalo will be the next step?

But I am very confused about the currency for paying fees.
CIC website has a section about "paying fees in Buffalo", but how come I can pay fees in Buffalo if I have to send my application to Sydney? And how come I can pay fee in US dollars if my application is going to Sydney?
