confirmation of permanent residence

The one that I only have is the photocopy of the one with my photo on it after landing at Niagara Falls.
Therefore, I had a big problem with it when apply for the new health card on July 30, 2012, the service ontario told me they need the original one.

I know there was a original one without my photo, but the officer did not return it to me.
What should I do to get the original one landing paper?

btw, bad experience when communicated with that officer.

I'm confused, why would they need the original? They should accept the copy.. I'd go back and try to get a different person...
