Conditional offer letter, apply for permit

Can anyone tell me if I can apply for study permit under University category with a conditional letter of acceptance?

Hi, you can apply for study permit with conditional offer letter but you need to fulfill the conditions before applying for visa.

In my acceptance letter, it has been mentioned that I need to submit my official degree certificate by December 31 2016, as currently I am final semester student and it is expected to be completed by july 20 So can I apply for Visa with my previous semesters grade sheet and letter from Dean stating that my degree will be awarded in August.

You can definitely apply for the visa with a conditional offer letter. I applied with a conditional offer letter too. Same condition as yours.
