Yeah well could someone guide me as to which service to hire or the method for it. I did go to DHL's office yesterday and they said that someone from the university will have to pay and send the parcel from there, whereas the people at concordia are saying that I am supposed to make the payments and all the arrangements for someone to pick up the letter and send it to me. I don't get it, how should i manage this? Anyone else had any such problems?

Universities don't courier LOA to student, you have to schedule a pickup your self. First ask your university that you want to schedule a pickup of your letter, the university will email you the address of the office from where to pick up letter.
Then go to some courier company tell them the address from where to pick up letter along with the student ID , pay them charges, They will pickup letter for you and deliver it to you in 5 to 6 days. I have used TNT for the purpose they charged me Rs. 3600 for the pickup.
Other wise the letter sent by university through standard mail will reach you in 4 to 8 weeks time.
