In the new processing times in the cic website says that if they receive a complete study permit application by May 15, 2021, you’ll get a decision by August 6, 2021, in time to attend the fall semester.

What is a complete study permit application??? Does this include the biometrics??

Yes, to be counted as a completed application and going to receive the final decision, you need to complete the biometrics.
