Hello.
I'm here on a business visa.
I have been living with someone for 13 months inside canada. I have a joint account for 11 months together, we have an appartment on both of our name for 13 months. We have a legal paper that he's been separated for a year but not yet divorced. But since he was sponsored before, he still in the 5 years rules and still has 2 years more to go until he can sponsor me or do a common law with me.
Ques is since i am already in canada, can i apply for an open work permit as being his common law partner? Or can he give me an invitation letter so that i can apply for a tourist visa? Or if there's any options so that i can stay in canada legally?

No, you don't qualify for an OWP based on being his partner. How long of a stay were you given when you entered Canada?

My first visa was valid for 6 months( 2017). I was here for 2 months and exit. It was a single entry.
My 2nd visa was for 1year multiple entry. I came here in March 2018 until August 2018. He came to my country and stayed together Nov 2018 until January 2019. Since i had multiple entry i came back on my business visa which i got 6 months more to stay.
 
Unless you've lived together for twelve months uninterrupted you don't qualify for common law, until perhaps November. The break between August and November would reset the clock.

You can apply for an extension as a visitor but as it appears you are using your business visa to come to Canada when you aren't a genuine business visitor, IRCC may take issue.
