College Diploma to University Degree? Possible?

Let's say someone completed 2 or 3 years diploma from a college in Ontario and wanted to transfer credits to university to get a Degree in future. Is it possible or he/she have to transfer while studying in college?

You would need to check with the university, a lot of time credits dont transfer anyway.

So what is the best option to get into degree program (university) if tight on budget? Get a scholarship?
