Co-op program and off campus work permit

I got today my CAQ approval and submit immediately for student visa online.

As I am eligible for both Co-op program and off campus work permit, I wonder if I can submit for both while my study visa is under process?

I am out of Canada in Abu Dhabi.

You can apply for co-op only when you have a co-op work permit letter from school (post June 014).

Absolutely, I have this letter from my college. So, can I submit its application in parallel with my study visa application.
