I received my SINP but im not working at the same place anymore and still looking for a new job. Can I apply for the closed work permit on the previous SINP basis with a new job offer letter when I get a new job? My work permit is gonna expire soon, so I don't have time to revise my SINP.

Yes you can but you need to update your new job with SINP first and then get apply for the closed work permit. Because of my familiarity of SINP they may do the employer verification letter process again with the new employer
There is another way.. you can apply for the work permit with the updated offer letter, and then once you have already applied, go to the SINP office let them know that you have done so and you are here to update it. Once you are approved for SINP you are good to apply, when you tell them you have changed your employer and applied for work permit they will on how to proceed i.e. they may ask for new employer verification but it is fast because you were already approved it will take around 15 days or so and this is because you are already an approved SINP applicant
