I was issued an ITA on May 1 wherein I had claimed 15 points for my sibling holding a PR in Canada. My brother went to Canada in December 2017 and came back due to his office work in November 2018. He has now resigned from his job here and will be going back in 1-2 months.
I have his PR card, Driving Licence and Credit Card statement (which has at least 2 active transactions every month) as proof. Can I go ahead with e-APR with these documents or would it be wrong to go ahead?

@DelPiero07@scylla Thanks for the prompt reply. At the time I updated my EE profile my brother was residing in Canada. My points would fall short by exactly 15 if I cannot claim sibling points at present.

If your family isn’t living in Canada or in Manitoba you only option is to decline the invitation. If you get accepted and it isn’t discovered that your sibling is not in Canada or not in Manitoba then you put your status at risk longterm if it was discovered that you misrepresented on your initial PR application. You don’t want to be applying for citizenship, for example, when it is discovered that your sister was not living in Manitoba or Canada, and that you never qualified for PR.
