what about the new law that became effective since august 2014..I thought citizenship officers do the final judgement in all kinds of citizenship matters
The changes that became effective last August do give officers more powers, however whenever someone is short on physical presence, those files are supposed to be referred to the CJ still. That's what the CIC website said (I don't have time to look for a link now).
Once the new provisions re: 4/6 years physical presence kick in, then there will no longer be a need for a CJ to conduct a hearing.
I see from a previous post there are oath dates on Feb 9, 11, 12 & 13. Is it normal to have so many oath sittings at once? Or is this 'possibly' the start of clearing the back log and speeding up processing?

Correct. I applied in July 2013 and had the test on Dec. 14.
Someone did the test win me on Dec. and was invited for ceremony on Jan15
I believe there is no specific order on files processing.
It needs a lot of luck for citizenship file to be completed
Started processing - Mar 2013
Test (passed) - Oct 24th 2014
Still waitng for oath ceremony, call centre agents tell there are no problems with my file all checks are completed and RQ is good. Nobody there can tell me why I am still waiting to be scheduled
