Your best course of option would be to email the VO. I have seen some cases where people have received the certificate in mail while tracker still remains "in progress"

e-certifcate will absolutely work for passport issuance
I have upcoming OATH on 17th May, last week sent email to MB SK and requested them to change delivery method to E-certificate which they did received confirmation also portal registration information

Sk/MB office is super slow. Some in Ontario and Calgary office received theirs in five days.

i am Edmonton office. They are not working at all! I contacted them and they need to prove to send it fast. wtf otherwise they will send it slowly.
