They would not refuse you without referring you to a judge. You can also apply for your GCMS notes to see what's going on - will take 30 days though.
I don't know who told you that a consent letter doesn't work, but I got my UAE Entry/Exit record using a consent letter. Never stepped foot in the UAE for it.

Even if u have not been to the UAE after immigrating to Canada u have to. remember, it all has started because of those who never lived in Canada and submitted fake documents to prove that they lived in Canada. they used to enter to the UAE through E-gate. thus, no stamps on their passports. To prove to the officer that the absences u listed in the Physical presence calculator were correct, u have to submit this document. They know about E-gate and they need a proof that u r nor lying.
