Is this finger print as well or something else? or any other idea.

I got letter for finger printing ...but this was never uploaded in my ecas

My time line is:
Nearest Visa Office: Mississauga
Application received : August 28
AOR: October 13
Waiting for the third line.....
I am wondering why are they taking so long to send my application to the Visa office?
Many September Applicants have their applications already "In Process".
Any idea, what processing do they do between the AoR and the "In Process"?
What can I do to move my application to the next step?

Not crazy travels. However, I spent 7 months at a stretch during 2016 outside Canada. For that period I submitted a police certificate.
