Citizen Certificate Question

My mother was born in Canada (1941)

She moved to USA as a child and became a naturalized US citizen in the early 1950's.

I was born in the USA.

She died in 1999.

From what I can tell, the new laws in 2009 extend citizenship rights to first generation born outside Canada (me).

Does this law apply to us since she died before it became law? I can't seem to find any information to clarify.

I don't believe that it matters whether your parent(s) are deceased. The fact your mother was Canadian is all that matters. You would probably need a copy of her birth certificate to confirm your status.

Thank you for the reply. That's my understanding as well. I'm unclear if her citizenship would have been taken away upon her USA naturalization but it seems the 2009 rule would have reinstated it regardless. I did recently request a copy of her birth certificate as I didn't have one on file. Once I get that I can proceed with the next step.
