Why spend more money on it? We are already down $1500 for the OINP, and $550 for the CIC paper application. Does it make a difference if express entry is a few months faster?

For my opinion avoid paying Right of landing fee when the time of application untill and unless CIC request us. And same applies to upfront medicals. There are so many cases we have who paid Right of landing fee during application and did upfront medicals got Employment request by CIC.
So avoid doing the both.

Rejection after R10 is perfectly possible. Most likely unable to provide PCC, medical rejection. It is not advisable to send RPRF at application until requested at Reminder email.
London Visa Office is notorious for rejecting applications on the basis of IELTS. They did it on numerous occasions before. Surprisingly other visa offices have no issue with the same IELTS levels. This contradicts CIC policy as other visa offices accept the same IELTS results but LVO rejects it.

Please beware this is just a fairness procedural letter and not a rejection. They gave you 90 days to justify that, but you have already submitted your improved IELTS results so you should be fine. But please share your revised IELTS results here.
I got nominated by Nova Scotia for the paper based process ( Family business Worker Stream). I am looking at the timelines here and understand that the wait is definitely going to be long.
