Hi,

I got a PNP certificate, and I got one work permit through the PNP, but my PNP was withdrawing before I send to CIC. I would like to know if my work permit can be cancelled by CIC as well?

If the PNP nomination gives you a deadline to submit your PR application and you fail to meet this you effectively lose that nomination. I don't know if you will have your TWP cancelled but they will certainly not let you get another. You will have to get a new LMO first.
 
They can if they become aware. Going forward though, you will be taking a risk by claiming any work experience obtained with it.
