You can reach them but they are not answering any queries from the applicants who have applied from outside Canada, they only give answers to the applicants who have applied within Canada.

my sister tried using email for queries about visa at manilaenquiry.gc.ca/ this is in manila, i'm not sure of the website for other countries outside canada.
