How to contact CIC call center from USA?

I called CIC at 1888 242 2100 and it says that it can not be reached from my area. Then I called 1-613-944-4000 pressed 1 then 2 that again "it can not be reached from my area".

it seems that CIC got smart and you can not call from a US are code phone #, i followed the instructions from this post:

To the best of my knowledge the call centre can now only be reach if calling from inside Canada.
