Yes you can apply for CCTB, it is not considered social assistance so if you are a sponsor, or a permanent resident, or an applicant, it will not affect your application/status.
It is considered a federal tax credit like the GST rebates and it is a check you will receive every month, around $300 for 1 child.

Dear friend,
If you are inland, service canada will give you all the required information but what I do know is that you can get $ 287 CAD/month/child from the federal government and $ 700 CAD/three months from QC government if you are living in Quebec.
Cheers,
thanks bea
actualy iam a canadian citizan
but i just want to know if i apply this child benefit will it be any harm to my application{application sent 29october 2010 , received by the cpc-m on 1 nov 2010 ,outland}
iam working at moment but my contract is due 2 expire in a few months time
No it will not harm your application at all. You do not need to inform anyone you are receiving it, you do not need to declare it as earned income. It's the same as receiving your tax refund.

No, it is not going to hurt you by any meaning. I don't know what the numbers are in other provinces and Territories but I am sure of what I told you regarding to Quebec my friend.
Take care and say my hello to your family.
Social assistance, as people have pointed out, is pretty much welfare. Getting money from the government that benefit your child or even being on maternity, is not considered as "social assistance" and will not make you ineligible to sponsor a spouse. Believe me, I am confident of this as I have gotten this confirmed many times over!
For benefits for your child, check out the following link:
It informs you on pretty much all and any programs you could get. You'll have to do the rest of the research on your own as it depends which province you live in, how much you've made in the last year and things like that. You are even able to get maternity/parental benefits once your contract expires as well. And yes, this will not harm your application.
I don't believe you would need to inform the visa office that is processing the application about getting these benefits as they don't affect your sponsorship application at all.
I am a Canadian citizen and receive the Child Tax Benefit for both of my kids, as well as a monthly Child Disability Benefit for my son. I was approved to sponsor my husband with no problem
