Does anyone have any experience of an unaccompanied minor with a PR application in process arriving by plane?
Apparently we can't connect with him until AFTER he has gone through customs.
He's only 12 - he has no idea about paperwork, etc. As far as he is concerned, he's coming up to live with his dad. Although technically he will be a visitor until the process is completed.
I'm annoyed/worried that we can't be with him when these questions are put to him.

Shouldn't he already be a Canadian, by virtue of his father being Canadian?
Can't you fly down a week before his departure and accompany him on the plane and go through customs with him?
Have you spoken with the airline? They may have a process for escorting unaccompanied minors through immigration and ensuring the right paperwork is reviewed.
And you're correct - you can't connect with him until after he has passed through immigration and customs. If you want to be with him then you'll need to fly in with him.
