She can't just 'amend' her passport. She will need to send in a passport renewal application along with the marriage certificate by regular mail. It will take roughly 3-4 weeks for them to process it, but it's straight forward and they will mail her new passport to her Canadian address. Just make sure she sends it via registered mail to Philly (iirc) for processing

Is it possible just to do a name change when my wife has citizenship? At the time of citizenship is it possible to do a name change and have her lastname updated on her Canadian passport?
Is it possible to do a legal name change in Canada if she is American?
That way we could just deal with the American passport later on
why a legal name change? i change my last name on my license, health card, and passport all i needed was my marriage certificate. same with the bank I waited until my passport was almost expired to change it.. CRA has my married name on file.. theres no need to do a LEGAL name change in my opinion

She can change her last name with Canada whenever she wants to - on the PR card, wait til citizenship etc. Just show the marriage certificate. However, if she is planning on being a dual citizen or just gets tired of having to carry a marriage certificate around when she leaves the country, it really isn't that difficult to change a US passport. I changed my name with no problem. You just send in the marriage certificate with the renewal form, which can be pre-populated online then printed. It is one page, plus a signature page. Put them together with her old passport, pay the fee (like $85 USD, iirc) and it's back in 2-3 weeks. You are allowed to renew a US passport as a resident of Canada, unlike other countries where you have to go to the embassy. They will mail it to a Canadian address even though it isn't stated on the form. You can also make an appointment to do it at the embassy in Ottawa as you mentioned, but to me, just mailing it in is so much easier.
