Who mails the application is not the problem. However, note that if you are out of Canada on Oct 12 but "signed" the application on Oct 12, that might later raise suspicions when they check your border crossings because how could you have signed the application if you were out of country? It is unlikely that they will care, but possible.

Yes he will be, becuase at the time when he signed his application the old rules were still in effect.

Her MBA and any education is from India. However, it is written on all degrees and marksheets that Medium of Instruction was English. Hope that'll suffice the purpose.
i have a quick question (sorry if repeated ) about police certificate.as this mentioned in 4/6 yrs rule to need police certifcate for last 4 years but according to new rule of 3/5 yrs still they consider last 4 years? i did my landing in 2012 jan and stayed 35 days and than left and again came in august 2014 and my 3 years finished in november 2017 as i have few short trips to usa..so do you think still i need police ceritificate?.
A copy of degree is sufficient and if it is not mentioned that medium of instruction is English, you can write a letter explaining medium of instruction is in English
It is 183 days in a single year. For example, for 2016, if between 1-Jan-2016 and 31-Dec-2016 you stayed 183 or more days in one country, then you will need a police certificate. If you stayed 90 in X country and 95 in Y country between 1-Jan-2016 and 31-Dec-2016 you do not need police certificates for either country, but if you stated 183 or more days in country Z between 1-Jan-2016 and 31-Dec-2016, then you do need a police certificate for that country.
luckily, I was able to gather all documents within minutes at home. Com OCt 11, my application is going out via xpresspost. big aside, breaking the rules too, the level of IELTS English results they ask for is marginal, IMO. I never knew that, reading all the backlash from the Harper changes... but, whatever...

A quick question to all respected members:
My wife came as a dependent when we got PR 3.5 years ago and hence she doesn't need to appear for IELTS at that time. I heard if an applicant has post-secondary education and above with Medium of Instructions as English, then such person is expempt from appearing in English Test. My wife is an MBA from India with Medium of Instructions in English since Post secondary education. Does she still needs to appear for IELTS/English Test?

they dont care if she is doctor or proff or won nobel peace prise winner, SHE NEEDS IELTS or LINC to avoid delays and its not too late if she qualifies residency she can still apply and attend 10 Linc classes while app is in proccess. I am engineer but had to attended 10 evening classes Linc.
